Job Summary
This position is on-site in Lemont, Illinois with the Human Resources Department. The Human Resources Consultant provides general human resources related consultation and services to assigned client base enforcing company policies and procedures, including federal, state, and local regulations. Counsels and advises management and employees on appropriate HR policies, procedures and legal considerations to ensure that equal employment opportunity and affirmative action efforts are met and conforms to applicable laws and regulations. Maintains up-to-date knowledge of federal, state and local regulations concerning various aspects of human resources and employment law. Develops and maintains working relationships with professional recruiters, university representatives and other referral sources. Directs the recruiting process which includes candidate sourcing, resume review, interview scheduling, candidate evaluation/testing, and offer process. Facilitates training of salaried and hourly personnel in areas of employment law and employee development. Manages the process of generating appropriate documentation for various personnel transactions in compliance with CITGO policies and procedures as well as federal, state, and local regulations. Coordinates and assists clients in identifying staffing needs and appropriate solutions to those needs.
Expected salary range $81,000 - $102,000

Minimum Qualifications
- Bachelor’s degree in Human Resources, Labor Relations, Business, Psychology or other related field
- Minimum of three (3) years of relevant HR experience OR six (6) years of education and relevant HR experience
- Must possess experience with and understanding of employment/labor laws such as EEO, ADA, FMLA, NLRA, FLSA, etc.
- Excellent interpersonal skills as well as verbal and written communication skills
- Ability to manage multiple projects simultaneously in a changing business environment
- Excellent organizational, analytical, and conflict resolution skills
- Ability to assess risks and apply good judgment in making recommendations to all levels of management
- Must be proficient in Microsoft Excel, Word, and PowerPoint
- Valid driver's license
- PHR, SPHR, or SHRM-CP Certification, preferred
- Ability to obtain a Transportation Worker's Identification Credential (TWIC)

- Conduct effective recruiting and selection for positions including preparation of internal and external job postings, outside advertisements, evaluating resumes, interviewing candidates, making job offers and onboarding new employees. Included in this is the coordination of annual college recruiting program.
- Provide oversight and counsel for supervisors and managers regarding employment regulation and policy implementation such as EEO, ADA, FMLA, unemployment, immigration verification and workers compensation.
- Provide consultation and guidance to supervisors and managers regarding general employee issues such as disciple and performance coaching.
- Steward the refinery-level developmental planning efforts for both individual and the organization. Included in this effort is local succession planning and organizational development activity along with management of both technical ladder and performance appraisal processes.
- Manage compensation programs (merit, special and bonus) at the refinery level including processing annual adjustments, recommending appropriate adjustments and monitoring compensation issues.
- Perform special projects related to the Human Resource function as required.
