Oversees and manages policy for advanced and complex contract duties in support of large scope, high-dollar or high-risk contracts. Oversees the execution and administration of contracts by defining requirements, participating and advising on negotiations and ensuring compliance with policy, law and acceptable contracting practices. Monitors progress/benchmarks, financial expenditures, allocations and inspects final results. Serves as the point of contact for contracts and related issues. Work requires extensive contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.Essential Duties:Develops short and long-term strategies and goals for the administration of assigned contracts.Monitors contract performance by examining billings, fiscal data, and eligibility determinations for compliance with terms of contract and policies; recommends cancellation of contracts when deviations occur.Oversees and provides advanced technical assistance to plan, develop, implement, and monitor effective programs; researches and makes recommendations concerning contract administration systems.Oversees complex contract programs to include reviewing proposals, issuing work orders, monitoring budget allocations and expenditures.Oversees development, writing, revision and preparation of highly complex contracts, amendments, subcontracts, procedures, forms, related documents and provisions, financial/statistical graphs and reports.Oversees maintenance, updating, and compilation of detailed data, reports, summaries, files, records, logs statistics or specific contracts including procurement documents and revisions; oversees writing of routine and unique correspondence.Provides advanced technical and administrative support to include reviewing, processing, answers questions, provides assistance and handles complaints and resolution of discrepancies and problems regarding contracts, billing, payment and warrants.Serves as a lead worker to TxDOT employees by serving as a resource for complex questions and providing technical training; providing input on employeesandrsquo; career conversations; approving employeesandrsquo; leave requests to ensure operations coverage; and presenting workflow and operational updates to the supervisor/manager.Performs other job responsibilities as assigned.
