Job Title: Construction Manager - Electrical Engineer
Job Description
We are seeking a Construction Manager / Electrical Engineer (CM-EE) to support the VA in meeting the Electronic Health Record Modernization (EHRM) infrastructure upgrades at the O'Neil VAMC in Topeka, KS. This individual will provide professional and technical consultative assistance related to operations, renovation, and new construction programs supporting EHRM. The project will span over 2+ years.
Responsibilities
Assist the Contracting Officer and the Contracting Officer's Representative in project management, project engineering, planning, scheduling, design reviews, code compliance, testing, record keeping, quality control, quality assurance, cost control, and general oversight of EHRM design and construction projects.
Monitor and review budgetary cost accounting, administer construction contract change orders, maintain project fund allowances, obligations, payments, balances, and planned expenditures.
Prepare constructability and phasing reviews in collaboration with facility staff and project management, analyze impacts to facility operations, and develop mutually acceptable phasing plans.
Conduct or attend weekly or bi-weekly project meetings with the VA, the COR, and other stakeholders to review and monitor project schedules, RFI status, Submittal Status, and construction contractor payment requirements.
Keep thorough records of occurrences, contracts, and other construction-related matters to assist in conflict resolution.
Monitor the services of independent testing agencies to perform project-specific quality control testing and inspection services.
Maintain marked-up sets of project plans for future as-built drawings, perform routine inspections, identify non-conforming work, notify the VA and contractors of required corrections, and compile lists of defects and omissions.
Assist in relocation efforts, internal coordination, and communication of outages including parking, roads, data, fire safety systems, electrical, HVAC, medical gases, and other utilities.
Assist the CO/CS and the COR with claims administration, furnish reports with supporting information necessary to resolve disputes, prepare cost estimates for claims negotiations, and prepare risk assessments and findings of fact.
Essential Skills
Electrical Engineering Degree
6 years of experience in both design and construction
Knowledge of engineering services, building codes, budgeting, and scheduling
Ability to supervise and manage personnel of diverse skill sets
Additional Skills & Qualifications
Experience in hospital construction is a plus
Understanding of technical specifications and drawings
Competency in project planning, scheduling, design review, and code compliance
Work Environment
This role requires on-site presence at the O'Neil VAMC in Topeka, KS for the duration of the EHRM Construction Project. The work environment involves collaboration with facility staff, project management, and construction contractors. Regular progress meetings will be conducted to review project status and resolve issues. The position involves monitoring budgetary data, construction quality control, and ensuring compliance with project requirements. The candidate may be required to relocate or travel to the project site.
Pay and Benefits
The pay range for this position is $52.00 - $67.00/hr.
