Contract/Contract to Hire Opportunity
The Procurement Officer provides expert purchasing support to company, a Department of Defense (DoD) sponsored bioindustrial Manufacturing Innovation Institute (MII). The Procurement Officer is responsible sourcing suppliers for goods and services, negotiating contracts and managing vendor relationships from generation of Requests for Information, Request for Proposals, Competitive Sourcing, negotiation of contract terms and management of procurements through the entire lifecycle.

Qualifications & Requirements:
· A Bachelor's Degree and/or 6-8 years professional experience is required.
· Must possess significant experience with 2 CFR 200 (Uniform Guidance).
· Prior experience working with the U.S. Department of Defense or other National Security Agencies a plus.
· Experienced, professional judgment and effective problem resolution skills required.
· Ability to communicate effectively in writing and orally with a wide variety of membership Institutions that may include faculty, senior corporate leaders, administrators, staff, and sponsor representatives.
· The ability to establish and maintain positive and sustained relationships that foster a high level of trust required.
· Experience managing awards at a defense-focused nonprofit R& D facility preferred.Essential Duties & Responsibilities
· Draft, negotiate, and administer various @types of procurements from non-disclosure agreements to simple purchases to more complicated manufacturing and construction agreements.
· Develop procurement strategies that are inventive and cost-effective.
· Develop sourcing strategy and engage reliable suppliers and vendors.
· Negotiate with suppliers to secure advantageous terms.
· Review existing contracts with suppliers and vendors to ensure on-going feasibility
· Build and maintain long-term relationships with vendors and suppliers.
· Perform risk assessments on potential contracts and agreements.
· Control the procurement budget and promoting a culture of long-term saving on procurement costs.
· Prepare procurement reports and identify areas to improve procurement processes.
· Ensure all procured items meet the required quality standards and specifications.
· Analyze contract and/or award requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, corporate policies and business unit procedures.
· Support agreement tracking, issuance, award monitoring and closeouts.
· Ensure procurement actions are carried out in compliance with all federal and agency requirements, specifically 2 CFR 200 Uniform Guidance.
· Use sound professional judgment to effectively balance compliance needs with the companies commitments to fund research, and the ability to convey potential change and listen for feedback in a collaborative and constructive way.
· Interact with colleagues at all levels in the public and private sectors to encourage consensus on contractual issues.
· Maintain current knowledge in the regulations, requirements and national practices and procedures impacting research administration. In these capacities, it is expected that the incumbent will participate in professional development opportunities, and/or one or more professional organizations or groups.
