Job Summary
This opportunity can be located in either Shreveport, LA or Austin, TX office. Starting June 2, 2025, this role will be onsite 5 days a week in office.
Manage the regulatory accounting efforts to support operating company regulatory activities. Position requires managing the determination of total company revenue requirements utilizing a diverse set of data from many resources across functions. This information is used to determine the rates operating companies use to bill customers for electric service. Position includes interaction and communication with various parties to regulatory proceedings, including the presentation of written and oral testimony before various regulatory commissions. At the conclusion of regulatory proceedings, requires providing accounting instructions to other accounting departments. Keep accounting management informed about regulatory activities.
Job Description
ESSENTIAL JOB FUNCTIONS:
Support operating company regulatory activities by managing accounting data and assistance
Manage regulatory accounting aspects of various regulatory filings before various commissions
Provide accounting testimony before regulatory commissions including the sponsoring of accounting exhibits and schedules contained in the filing requirements as defined by individual commissions
Develop, create, modify, and manage regulatory accounting models for specific regulatory jurisdictions
Prepare and coordinate various regulatory schedules and exhibits across functional lines of business
Query accounting records
Analyze and research accounting transactions
Participate in determination total company revenue requirements, rate base, operating income and cost of capital while considering regulatory jurisdiction variables
Tailor presentation of results to operating company management
Interact and communicate with various parties in regulatory proceedings including commission staff
Attend commission meetings
Coordinate, participate and host on-site reviews and/or audits by regulatory commission staff and intervenors
Make presentations to commission staff and intervenors
Manage the preparation and review of responses to interrogatories during discovery and rebuttal phases of proceedings
Manage the accounting effort to support settlement discussions with financial analysis based on multiple scenarios
Manage the accounting effort to support internal and external legal personnel in the preparation and filing of regulatory applications, briefs, proposed findings of fact and orders, motions for rehearing and appeals as necessary
Analyze regulatory legal requirements, commission rules and develop strategies on compliance as it relates to regulatory accounting activities, including research of other utilities' filings for precedent on individual issues
Participate in working groups with commissions and other utilities in establishing or updating filing requirements in individual jurisdictions, as well as developing new legislation applicable to our industry
Manage the preparation of regulatory analysis as needed by operating companies
Manage the analysis of financial data involving variables such as total company data, data related to a specific jurisdiction, or data related to a specific investment or a specific expense for a variety of reasons such as to assist with both actual versus budget comparison, as well as earnings versus amounts approved in rate filings
Consider impact of past commission decisions and incorporating into analysis
Inform management of the accounting implications related to certain regulatory initiatives
Research commission decisions
Research generally accepted accounting principles
Research Federal Energy Regulatory Commission (FERC) Rules
Issue accounting memos
Complete Regulatory activity portion of quarterly accounting issues book to management
Draft and review regulatory contingency disclosures for SEC Form 10K, GAAP and FERC reporting
MINIMUM REQUIREMENTS:
Education:
Bachelor's degree in accounting, finance, or other business-related degree.
Experience:
Minimum 6 years of general accounting experience or 4 years directly related to regulatory accounting or other regulatory activities.
Licenses/Certifications:
CPA preferred
OTHER REQUIREMENTS:
These are additional expectations for the job and could include specific work experience, license / certifications, preemployment testing, expectations about travel, shift work, etc.
Some travel required.
Overtime expected at times during the processing of cases.
Strong written and oral communication skills.
Strong computer skills: accounting software, Microsoft Excel, Microsoft Word.
