The Project Manager for TST Construction, a general contractor providing construction management for the Federal government, oversees the daily activities of Site Superintendents and is ultimately responsible for the entire project.
Job Responsibilities
· Maintains high level of professionalism and carries out a policy of courtesy and superior customer service. Exercises tact, good manners and diplomacy.
· Maintains a thorough understanding of commercial construction industry practices and standards.
· Accomplishes construction project results by defining project purpose and scope; calculating resources required; establishing standards and protocols; allocating resources; scheduling and coordinating staff and sub-contractors; evaluating milestone assumptions and conclusions; resolving design problems; evaluating and implementing change orders.
· Meets construction budget by monitoring project expenditures; identifying variances; implementing corrective actions; providing non-project annual operating and capital budget information.
· Supervises the coordination and input as needed with the contractors providing services and infrastructure.
· Meets operational standards by contributing construction information to strategic plans and reviews; implementing production, productivity, quality, and customer service standards; resolving problems; identifying construction management system improvements.
· Manages sub-contractors by locating, evaluating, and selecting sub-contractors; monitors, controls performance, and ensures quality workmanship.
· Oversees preparation of daily logs and reports of construction activity for office submittal.
· Supervises change proposals, proposal requests, requests for information; supplemental instructions and other contract documentation are required on behalf of TST.
· Prepares accurate, timely and detailed monthly project status reports. Reports will include a description of work completed to date, the work schedule going forward, deviations from the previous report, subcontractor change orders and customer issues and/or project scope changes.
· Prevents fines and interruptions by complying with, and enforcing, codes.
· Ensures safe, secure, and healthy work environment is maintained by following and enforcing standards and procedures to comply with legal regulations and OSHA standards.
· Approves construction projects by conducting inspections at critical phases; obtains approvals from customers.
· Oversees the reviewing and approving of contractor payment requests.
· Attends required meetings and conferences on behalf of TST. Document and take action on items in TST’s interests.
· Maintains relationships and act as TST’s liaison in matters associated with Federal, State, and Municipal matters including permits, inspections and applicable approval requirements to ensure expeditious and successful delivery of project goals and objectives.
· Accomplishes construction human resource objectives by selecting, orienting, training, assigning, scheduling, coaching, counseling, and disciplining employees; communicating job expectations; planning, monitoring, appraising job performance; recommending compensation actions; adhering to policies and procedures.
· Completes continuing education requirements.
· Updates job knowledge by tracking and understanding emerging construction practices and standards; participating in educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations.
· Performs a variety of other duties as assigned and special projects as needed.
Job requirements & qualifications
· College degree preferred but not required.
· Government contracting experience preferred but not required.
· USACE Contractor Quality Control certification preferred.
· Should have at least five (5) years work experience in management and project development and implementation of Design-Build construction.
· Strong background in the management of multiple concurrent construction projects ranging in value up to $10M.
· Able to demonstrate their ability to manage a multi million-dollar project portfolio and a team made up of Project Managers, Design Engineers, Estimators, Contract Administrators, Administrative staff, Field Installers, Vendors and Subcontractors.
· A thorough knowledge of all construction related trades.
· Should possess basic computer skills and be proficient in Microsoft Word, Outlook, Project, Excel, Adobe Acrobat and R.S. Means. Microsoft Power Point experience preferred but not required.
· Excellent verbal and written communication skills.
· Strong organizational and planning skills.
· Must be willing to travel.
