POSITION: Title Transfer Clerk-Administrative Assistant
DUTIES:
Oversees the responsibilities of transferring ownership(s) of all
real property in Prowers County. Is responsible for processing all title
conveyance documents and other legal documents received from the Prowers
County Clerk's Office and any other sources.
Must provide a copy of conveyance documents, which transfer commercial
and industrial property to the individual(s) responsible for personal
property records.
Must review Real Property Transfer Declarations (TD-1000) filed with
deeds bearing a documentary fee. Send penalty notification to grantees of
deeds filed with incomplete or missing TD-1000's.
Is responsible for processing all documents received from any outside
source, including, but not limited to, the processing of all Abatements
and Refunds.
Handles correspondence and requests for information as directed.
When necessary, assists the Assessor in: completing the
Certification of Values to Taxing Entities; extending the mill levies to the
computer in preparation of the Tax Roll and Tax Notices; the processing
of: Notices of Valuation, Special Notices of Valuation, Notices of
Determinations and other public information that might be necessary.
Manages, maintains and balances department assets; i.e., Plat
Maps, copies, etc.
Is responsible for maintaining a complete accounting of all office
furniture and equipment and providing an inventory of the same as requested.
Is responsible for maintaining a complete accounting of all monies
received by the office for copies, maps, services, etc., including the
timely deposit of said monies, to the proper accounts, with the
Treasurer's Off
Oversee the inventory and replacement of all office supplies.
Assists the Personal Property and Severed Mineral clerk when necessary.
Attends seminars at the direction of the Prowers County Assessor.
Schedules property valuation appeals as necessary.
Is responsible for the training and cross training of administrative
personnel.
Answers the phones and assists with public inquiries.
Assists with the GIS department when property splits and property
boundaries are changed.
Is responsible for the daily/weekly/monthly backup of all computer data.
Is responsible for learning and maintaining the administrative
capacities of the Assessor/Treasurer Office's Computer Vendor.
Is responsible for maintaining an orderly filing system of all property
records, with the assistance of the other staff members.
Is responsible for balancing the Real Property Abstract on a monthly basis.
Furnishes to the Colorado Department of Revenue a list of nonresidents
of Colorado owning property within Prowers County (i.e. non-resident
ownership list) as mandated by C.R.S.
Is responsible for maintaining the records of all Exempt Properties and
providing a list of the same as required and requested.
Is responsible for the retrieval of all Assessors' Office related
correspondences in the absence of the Assessor and Deputy Assessor/Chief
Apprai
Is responsible for performing any other duties as may be reasonably
required to meet the demands of the public and, assist in maintaining the
appearance of the Office as a professional workplace.
REQUIREMENTS:
High School Graduate, Diploma or Equivalency
Required experience is a minimum of three to five years' employment in
the Assessor's Office without interruption, or related work experience as
a Title Clerk.
Must be a resident of Prowers County.
PREFERRED SKILLS:
Must possess advanced computer and math skills.
Must be accurate, detailed and organized in all aspects of the job
requirements.
The ability to read and understand legal descriptions and maps is
imperative.
Legible handwriting is required.
Must have the ability to effectively manage stress.
WAGE: $18.00 - $20.00 hourly
SHIFTS: Full Time, Monday - Friday, Office open during typical business hours
