Definition
The City of Columbus is seeking a highly skilled and experienced Assistant Administrator to oversee and coordinate the critical engineering design and construction functions for our Division of Power. This pivotal role demands a strong leader capable of ensuring sufficient capacity to meet the existing and future electrical demands of our growing city, while upholding the highest standards of safety, efficiency, and reliability.
As Assistant Administrator, you will provide strategic leadership and direction to a team of engineering professionals, ensuring the effective planning and execution of projects that are vital to our infrastructure. Your technical acumen in electrical engineering, particularly within distribution systems, will be crucial in guiding the team to develop and implement innovative solutions. You will partner closely with senior leadership and cross-functional teams to align engineering initiatives with the Division's strategic objectives and priorities.
Key Responsibilities:
Strategic Leadership and Vision: Develop, implement, and manage work area goals, objectives, policies, and priorities in partnership with senior leadership. Provide clear direction and technical expertise to staff, fostering a collaborative environment focused on achieving strategic objectives and priorities.
Technical Expertise and Oversight: Provide expert technical guidance and oversight in all aspects of engineering design and construction related to electric utility distribution systems.
Resource Management and Budgeting: Develop and administer the work area budget, ensuring responsible fiscal management and alignment with strategic priorities.
Distribution System Planning and Execution: Provide management and accountability to ensure the Division of Power effectively plans for distribution system expansion, leveraging expertise in evaluating system performance, forecasting future demands, assessing asset conditions, and developing capital investment plans.
Compliance and Legal Coordination: Prepare legislation and consult with the City Attorney on legal aspects related to the Division's operations and projects.
Stakeholder Engagement and Representation: Represent the Administrator in meetings with City officials and stakeholders, building strong relationships and ensuring effective communication.
Operational Excellence and Safety: Provide direction to functional staff, developing, monitoring, and improving work processes that meet the highest standards of safety and economy.
Preferred Experience:
Advanced proficiency in electrical utility engineering principles and best practices, particularly in power plant operations and distribution systems.
Demonstrated strong leadership capabilities, including the ability to motivate, mentor, and guide technical teams.
Exceptional analytical and problem-solving skills, with the ability to develop and communicate effective recommendations.
Superior interpersonal and communication skills, with the ability to build and maintain strong professional relationships with internal and external stakeholders.

Under administrative direction, is responsible for assisting in the administrative and/or engineering operations for the Division of Power; performs related duties as required.
Examples of Work
(Any one position may not include all of the duties listed, nor do the examples cover all of the duties that may be performed.)
Assists the Administrator in directing the operation and maintenance of the municipal electric power generation, transmission, and distribution system;
Assists the Administrator in the development and implementation of strategic goals, administrative policies, and operating procedures;
Assists the Administrator in directing the preparation and maintenance of engineering plans, specifications, and records in connection with the construction of street lights, the replacement of plants and equipment, and the erection of new facilities;
Coordinates the work between the division's engineering and distribution sections;
Reviews and approves purchase requisitions, contracts, and changes in plans, designs, and specifications;
Conducts surveys and investigations and evaluates data and compiles reports in order to make recommendations to the department Director or to address concerns and/or complaints of consumers;
Prepares required legislation and consults with the City Attorney on legal aspects of operations;
Prepares correspondence for own signature or the Administrator's signature;
Represents the Administrator in meetings with City officials, City Council, and the department Director, as needed, pertaining to administrative matters;
Assists in the preparation of the annual budget and reports.
Minimum Qualifications
Possession of a bachelor's degree and five (5) years of managerial experience in an engineering group, utility distribution system or a related field. Substitution(s): A master's degree may substitute for one (1) year of the required experience.
Some positions in this classification may require possession of a valid State of Ohio certificate as a registered professional engineer (P.E.) and professional electric utility engineering experience.
