Position Summary: The Office of Food and Nutrition Services (OFNS) oversees food service delivery, pupil transportation services and the competitive high school interscholastic sports programs of the NYC Department of Education (NYCDOE). OFNS serves more than 800,000 meals on an average school day; the Office of Pupil Transportation (OPT) monitors the operations of more than 6,500 buses; and in the course of a school year over 35,000 students compete in one or more of 45 Public Schools Athletic League sports. All of this is accomplished by the work of more than 8,000 employees and an annual operating budget of over $1.5B+.
The Finance unit of the organization manages fiduciary responsibility within the OFNS and OPT. The Accountant will assist with overall finances within OFNS. The Accountant will perform difficult work in the area of payments and receivables for food services. Performs related work.
Reports to: OFNS Director of Accounts Payable
Direct Reports: Accountant
Key Relationships: Relationships will be fostered with other accountant and finance staff within the finance unit, food vendor contractors, as well as finance staff within other areas of the DOE.
Responsibilities
- Performs complex accounting functions regarding consolidating and auditing bills submitted for payments to vendors for goods received related to OFNS.
- Supervises staff making and reconciling bank deposits. Ensures that their work is proper and aligned with Department of Education policies.
- Participates in and reviews the processing of financial documents associated with OFNS.
- Performs difficult accounting work including audits and related follow up tasks, e.g., vendor payments, reviewing reports and requests for payments.
- Maintains and updates database files related to each financial program’s audits. Assists staff with software programs associated with bill and vendor payments.
- Corresponds with vendors regarding payments of services and reconciles discrepancies between billing and payment.
- Supports accountants in daily activities associated with OFNS standard operating procedures.
- Performs related financial work.
Qualification Requirements:
Minimum
- A baccalaureate degree from an accredited college, including or supplemented by 24 semester credits in accounting, including one course each in advanced accounting and auditing; or
- A valid New York State Certified Public Accountant license.
Preferred
- Ability to analyze and interpret effectively.
- Proficiency in MS Excel.
Salary: $63,044 - $79,748
(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
